Adapting to innovation is more than developing unique technology, in fact developing unique technology may be the easy part. Adapting to innovation includes the National capacity, capability and process to find and execute new technologies, bringing to bear the resources of a Nation for the most advantageous outcomes. Most modern governmental processes are based on a detailed system of “checks and balances” to ensure the proper application of National resources- this does not mean that the process can not quickly adapt to innovative technology. While some would scream for “acquisition reform”- changing the “checks and balances” approach, there is a path to use the “checks and balance” approach for speed of adaption. In other words, change our fundamental behavior approach to looking at technology innovation. Building the right bridges to move from innovation to execution is key- there are four fundamental bridges that must be crossed to bring the power of innovation to the Warfighter.

A successful Senior leader in solving critical problems in the defense and acquisition segments, including the integration of related activities and programs across the United States and international business segments to achieve desired outcomes.

Neil served over 37 years in the Army retiring as a Lieutenant General, culminating as the Director to Army Rapid Capabilities and Critical Technology Office (RCCTO), a $4B+ series of programs designed to accelerate advance technologies into the Department of Defense using innovative processes, unique organizations, legislative strategies and focused authorities. These efforts included Hypersonics, High Energy Lasers, missile programs, aviation programs and hybrid technologies on rapid procurement pathways, including efforts with foreign Allied and Partner Nations.
